This reminds me of the pamphlet arguing England should withdraw from the 7 Years War (after they'd gotten out of it what they wanted) where the author argues that "the King of Prussia is a King of the Press" and not a true defender of the Protestant faith, among other things. Essentially, Fritz is accused of being a glory hound. Not entirely wrongly, but methinks both Macauly and the pamphleteer are overestimating how much it was specifically the English press he wanted to impress.
Well, he definitely admitted he did it in order to make his rendezvous with fame, but I think more with an eye to posterity than to contemporaries (though also them).
