Okay, we might have to agree to disagree here, because you inspired me to reread, and on rereading I think it's really clear she does not want another Hunger Games ever to happen. I think the biggest piece of evidence, as before, is the "for Prim" she appends to her vote -- I couldn't remember exactly the sequence of events, but on reread she says this when there is no doubt, in retrospect, that she does not believe the Capitol has anything whatsoever to do with Prim's death (in which case how could another Hunger Games with Capitol children possibly have anything to do with Prim)?

Right before she votes, she says the following: "All those people I loved, dead, and we are discussing the next Hunger Games in an attempt to avoid wasting life. Nothing has changed. Nothing will ever change now. I weigh my options carefully, think everything through." To me that says strongly that she doesn't want another Hnger Games. I believe that is when she decides that to make things change, to make the world so there are no more Hunger Games, she needs to kill Coin. We've also had characters tell her over and over that if she's not supporting Coin, or at least looking like she is, Coin will try to get rid of her.

I also think Haymitch knows exactly what Katniss is planning (re killing Coin) ("This is the moment, then. When we find out exactly how alike we are, and how much he truly understands me" -- rather too pompous if she's talking about the vote rather than the assassination; why would she even care). And he's a little more weaselly than Katniss: he doesn't actually vote, he only says he's "with the Mockingjay."

It also does say in the Epilogue that there are no more Hunger Games, though it's not clear if that means "after that one with the Capitol kids" or not.

Anyway, I agree that it is anything but explicit, and therefore could be read either way.

Yes, I agree that third-person POV is much easier to control than first-person. I think all my examples in the post were third-person as well (though the first Megan Whalen Turner is first-person... which in my opinion doesn't actually quite work).
