I think because most RPF 'fandoms' as accepted - or even required - in yuletide are a temporary false construct for the purposes of yuletide. In ~the wild~, if you want to post fic about Frederick the Great of Prussia, you post it under 18th Century CE RPF. In yuletide, X Century RPF is deemed too broad, so you have to create 18th Century Frederician RPF, though you could equally have requested Frederick under Friends of Voltaire RPF, i.e. the 'fandom' is malleable.
I love that we are now the go-to fandom for explaining RPF in Yuletide!!
