Huh, I did actually enjoy it, but I'm starting to think I (and K, below) are the only ones?? (...wow, you are completist. I don't think I could read seventy long chapters of something I didn't enjoy!)
I have no problem with fanfiction being considered for the Hugo, but I think in general I'm not going to consider it very much because in general I don't find that fic shows me the kinds of skills I consider the Hugo to be awarding. But, I mean, I also didn't think I would be dead set on nominating a Regency romance pastiche/Heyer-AU, so if the fic were good enough then I could certainly eat my words there. And also: if you know if fic you would consider for the Hugo, let me know because I want to read it! :)
(For someone who has never voted in the Hugos before this year, yes, I do have a Lot of Feelings About It. *rolls eyes at self*)
