Wait, was Katniss' vote for another Hunger Games actually serious? I totally read that as Katniss (and Collins) deflecting attention from her real plans to off Coin by pretending to go along with Coin's plans -- and she says she's doing it "for Prim," which makes no sense whatsoever otherwise (as Katniss has by this time decided that the Capitol is not, in fact, guilty of Prim's death -- and that Coin is).
(I guess I also assumed that with Coin dead there wouldn't actually be any new Hunger Games, but I'm not sure about that and am not motivated to reread to find out.)
The thing is, I felt there was a plot hiding in there somewhere. I think that there were tantalizingly interesting bits of the civil war in there that Coin and Haymitch and Gale and a bunch of other characters got to see, but what we got to see was Katniss whining. But I think you're right about the planning/pacing or lack thereof. I just can't understand why there's this whole high-speed chase sequence that just goes nowhere otherwise.
