I suspect he wanted Fritz to have a happy marriage with EC and thus picked someone that FW would have had a happy marriage with. And whenever Fritz *did* like someone FW liked, it was subject to being for very different reasons. E.g., FW being impressed with Duhan's courage in battle and Fritz calling him the father of his mind.
I don't think I can give him credit for picking things that Fritz will like because Fritz will like them, independently of whether FW likes them. In much the same way that I'm highly skeptical that FW went, "Gay governor for my gay son, just the ticket!" with Heinrich.
In this case, as selenak points out, Fritz and FW may have both been drawn to Keyserlingk's extraverted displays of charm and affection. But I'm willing to bet that Fritz also went for the learned + cultured traits, and that this did not factor into FW's decision.
