It seems so. If he'd already been the Emperor, I'd have wondered whether they weren't just bedazzled by the crown, but he wasn't even married to MT yet, and Hervey sounds way more critical about the Duke of Modena, visiting soon after, and just about any other German (or sort of German) visitor. Given how taken with FS Fritz sounds in the letter to Wilhelmine I quoted to you many a week ago, maybe really he was that charming (at least during the Grand Tour)?

He must have been! I remember Fritz saying he was a good raconteur, and when you're on your Grand Tour, you collect plenty of anecdotes to share. Add "generally nice and friendly person" on top of that, and you've got somebody who probably has the gift of making himself liked quickly.
