Zero evidence for this, but: is there anything you can think of preventing him from having actually sent AW?
1) AW is the natural mediator. 2) He's plenty high-ranking enough for it not to be an insult. 3) He speaks French. 4) He isn't on Fritz's bad side yet. 5) Fritz likes editing AW out of stories later in life.
