FW is simultaneously Elector of Brandenburg, owing fealty to the Holy Roman Emperor (currently MT's Dad), and King of (in) Prussia, an independent territory outside of the HRE where FW can do what he wants. So Lavisse is saying it would have been hilarious to watch FW be in the position of being legally required to fight himself. Which it would have.
