Not necessarily? He didn't for a moment think that Heinrich was going to sleep with his wife or have any kind of a marriage other than in name; the important thing was the power play, making Heinrich submit. That might have been what was going on with Voltaire as well: asserting his dominance as king, not expecting the follow-up. Plus, it may be of interest to him that he will have it in writing that Voltaire agreed to do the thing and then did not do the thing.
