Yeah -- I mean, I really get what you're saying here, and it's not great, and I especially agree that having the indigenous people go is... ugh.

I do think the way the antagonist was written was inherently necessary to the book as written, and disagree that you could change it to other antagonists easily. It seems to me that the whole point of the book is that you get this enemy that is over-the-top Teh Evil Other, but the resolution is to find out that in fact it isn't that way, the enemy isn't who you thought she was, that in fact the culpable ones are more related to the protagonists than the antagonists, that the evil isn't Other after all. And changing it to "the enemy over the mountains," or some sort of fairy-tale antagonist, would have done away with that, and worse, effectively Othered the antagonist (oh hey, the people who are doing the Bad Stuff are those Evil Guys from Over There!) which would have both negated the entire point of the book and in addition been very much worse, in my opinion. (Possibly my opinions here are colored by current news.) Sure, there are ways to deal with this, but I think it would have necessitated changing a lot more of the book than just the ending.
